The legislative environment has a significant impact on rehabilitation nursing. This is a result of factors such as health care financing, and the complexity and fragmentation of the U.S. care delivery system. Rehabilitation nurses can take the lead in influencing health policy by using their knowledge of the needs of people with disabilities to educate the community, government agencies, and legislators, in addition to providing care that meets regulatory requirements.

1. Introduction to Health Policy

This chapter presents an introduction to health policy, including legislation and regulations related to chronic illness and disability. The major areas that affect rehabilitation practice are delineated. Current and emerging legislative issues, including health care financing that affects rehabilitation nursing practice, are described.

2. Legislation Related to Rehabilitation Nursing

Regulatory, disability, and rehabilitation agencies that influence rehabilitation nursing practice are discussed in this chapter. Legislation that affects practice across the continuum of care is described.

3. Practice Implications Related to Health Legislation

This chapter presents information on how nurses can respond to health legislation, including accessing, interpreting, and applying this in practice. The various leadership competencies for rehab nurses to impact health policy for persons with disability and/or chronic illness are described.
